market leader for Private Finance Initiative (PFI) within the UK
housing sector. Our success in this field draws on our unique
combination of project finance skills, a deep understanding of the
needs of residents and a clear focus on the regeneration of failing
communities.
Traditional housing PFI has succeeded in providing a standard
procurement method and long-term funding mechanism to finance
essential capital for social housing investment. It has also
facilitated the operational expertise necessary to regenerate and
transform our most deprived neighbourhoods over a typical
concession period of 30 years. That said, moving forward we
recognise the need to build on the success of PFI principles
through the development of new and innovative investment models. We
welcome an emerging PPP market characterised by less reliance on
central government subsidy, greater structural flexibility and an
even stronger focus on transformative outcomes that are not simply
based on the short term improvement of the physical fabric
but allow for the creation of sustainable communities where people
want to live.
PPP's allow us to draw on our project finance experience and
housing expertise in order to secure healthy, predictable investor
returns as fair reward for the delivery of measurable and
sustainable social returns. Our main purpose is to combine optimum
solutions tailored to meet specified quality criteria with the

For us, housing-led regeneration is an inevitable extension to our
existing work within communities. As regenerators, working
