Since the 1980s governments have used different mechanisms to encourage competition, efficiency, innovation and the improvement of services. Compulsory Competitive Tendering (CCT) and Best Value have been two such policy tools. However there is now a more widespread acceptance that achieving best services requires a mixed economy for service delivery.

PRG's business focus reflects this development and private sector companies are becoming increasingly recognised in the national social housing market as playing an important role in improving standards and creating an environment that empowers management to innovate.

PRG has established a reputation for delivering services which meet the needs of communities. We intend to build on this by developing our role as an intermediary between the people who live in these communities and those who provide services to them. We also want to increase our investment in the physical infrastructure of these communities and see PFI ventures as remaining absolutely fundamental to the government's future capital commitments in the public sector.
